Deputies arrest man responsible for Amber Alert

On May 4th, 2012 at about 12:30 am Tipton County Sheriff’s Office deputies were summoned to the 100 block of Robin Hood Circle in Millington, Tipton County, TN regarding an infant being removed by force from the residence. Deputies spoke to James Pemperton, grandfather of the child who reported that Jonathan Owen Fowlkes, 27, father of the 1 year old child, forcibly removed him from the residence. According to witnesses, Fowlkes forcibly entered the residence and a domestic argument and disturbance erupted. Fowlkes reportedly went to the bedroom where the infant was sleeping and removed the child from the bed in a reckless manner, attempted to assault Mr. Pemperton and fled from the residence in an awaiting vehicle.

During the incident witnesses reported the child was observed to have struck walls and banisters possibly causing injuries while at the residence. Deputies began to search for the vehicle and began following leads of any locations to locate Fowlkes. During the course of the search, which included multiple law enforcement agencies and the District Attorney’s Office, Tipton County deputies located the vehicle at a relative’s residence located at 159 West Oaklawn in Brighton, TN. During the investigation the relatives were uncooperative with deputies in locating the child and Fowlkes. As Detectives were obtaining a search warrant for the residence, Agents with the Tennessee Bureau of Investigation initiated the Amber Alert for the child.

Approximately 30 minutes later a family relative from the Oaklawn residence notified authorities that Fowlkes and the child had returned. Deputies who were positioned in the area responded and recovered the child and immediate medical personnel were summoned. Investigators with the Tennessee Department of Children’s Service assisted at the scene.

Deputies observed the child to have no apparent injuries upon their initial examination of the child. The child’s mother, Amber Fowlkes, responded and reunited with her son. At the time of the incident, the child’s parents were separated. The child was transported to Baptist Memorial Hospital for examination. Fowlkes was arrested for Aggravated Burglary, Reckless Endangerment and Domestic Assault and transported to the Tipton County Correctional Facility.
